NEIGHBOURHOOD WATCH

Neighbourhood Watch is a programme widely accepted by many countries as a strategy to cambat crimes. Like other countries, Malaysia Royal Police ("Polis DiRaja Malaysia") introduced this programme to residents all over Malaysia. In 1994 when its was first introduced to Kuching in the state of Sarawak, response from the public was not encouraging.

It was later picked up by the Ex-State Assemblyman for Batu Lintang Constituency, Yang Berhormat Chan Seng Khai (YB Chan) as a third party to promote this Neighbourhood Watch Programme to the public. In actual fact, YB Chan came to know this programme from the then Commissioner of Police for Sarawak, Dato Yap Kim Seng, where he was seeking a solution to combat crimes in his area.

Since then, YB Chan has been working very closely with the police to introduce this Community Policing programme to residents within his constituency. With strong determination and great efforts, he continues to champion the programme. The charisma and leadership in him gains wide responses from the public. The fisrt Neighbourhood Watch unit was launched at Swee Joo Park residential area on 1995. Hitherto, there were 183 Neighbourhood Watch units formed comprising of 183 Zone Leaders assisted by 292 Block Chiefs.

Like many places in the world, it has always been a common phenomenon that when a neighbourhood becomes safer in term of crime, it would mark its beginning in the slackening of crime prevention efforts. So, there must have certain strategies to sustain the crime prevention activity. The scope of Watch was expanded to include healthy city initiatives that are believed to have some kinds of relation to crime prevention. Subsequently, watch for enviroment, health, social ills, public amenities and etc. is included.

Today, the Neighbourhood Watch Programme is said to have gained its place in Kuching. Residents dwelling outside the Batu Lintang Constituency request to have this programme extended to them.
